Seven-Eleven Japan and Cosmo Energy to roll out co-located locations

Seven-Eleven Japan and Cosmo Oil Marketing have agreed to develop a new hybrid format combining a full Seven-Eleven convenience store with a Cosmo service station on the same site. That’s the first time the Japanese fuel retailer has partnered with a convenience chain for a co-located store format.

Rollout began in March 2026 with sequential openings planned across Cosmo's network of approximately 3,000 service stations nationwide. Each site will carry the full Seven-Eleven konbini range — onigiri, sandwiches, bento boxes, fried foods, Seven Café and general merchandise — alongside a driver-focused product selection tailored to service station visitors. Joint promotional campaigns linking fuel purchases with in-store shopping are also being developed.

"We aim to create more convenient service stations where customers can shop for food and daily necessities and refuel at the same location," the companies said in a joint statement, "enhancing convenience and comfort particularly for motorists."

The partnership accelerates Seven-Eleven Japan's existing fuel station co-location strategy, which dates to a 2003 agreement with ExxonMobil Japan and currently covers around 200 sites. The chain is targeting 1,000 net new stores by fiscal year 2030, with the Cosmo partnership a central pillar of that plan.

For Cosmo Energy, the deal marks a first foray into convenience retail at its stations. A model that has become a defining feature of fuel retail transformation across Asia, from PTT OR's Café Amazon network in Thailand to Shell's co-branded formats in Singapore and the Philippines.
