Orlen establishes HVO plant with 300,000-tonne annual capacity

New facility strengthens domestic biofuel supply and supports transport decarbonization strategy.

Orlen has inaugurated a new hydrotreated vegetable oil (HVO) plant in Płock, significantly expanding its biofuel production capacity and reinforcing its role in Europe’s transition to lower-emission transport. The facility, with an annual output of around 300,000 tonnes, is designed to process domestically sourced feedstocks and reduce the company’s reliance on imported blending components.

The investment, valued at more than PLN 800 million (€185 million), forms part of Orlen’s broader strategy to strengthen fuel security and build a domestic biofuel value chain. By increasing in-house production of advanced biofuels, the company aims to improve cost efficiency while mitigating exposure to market volatility.

The new plant is capable of processing a range of feedstocks, including rapeseed oil, used cooking oil and blended inputs, to produce renewable fuel components for road transport. HVO fuels produced at the site are expected to deliver greenhouse gas emissions reductions of 65% or more compared with conventional fuels.

Initial production will be directed to the domestic Polish market, supporting compliance with national biofuel blending targets. The commissioning of the facility increases Orlen’s total biofuel production capacity to approximately 700,000 tonnes per year, with further expansion plans targeting 1.1 million tonnes annually by 2030.
