Mexico's incoming President appoints new Pemex CEO

Pemex is burdened by significant debt and faces challenges in both production and sustainability.

President Claudia Sheinbaum has appointed Victor Rodriguez, an academic with a background in physics and energy economics, as the new CEO of Petróleos Mexicanos (Pemex), the state-owned oil giant.

Rodriguez's appointment comes at a critical time for Pemex, a company burdened by significant debt and facing challenges in both production and sustainability, reports Bloomberg.

Rodriguez brings a strong academic background, having most recently led energy systems studies in the engineering department of Mexico's National Autonomous University. In 2009, he co-authored a paper with Sheinbaum on Mexican energy policies, highlighting the growing challenges of aligning with sustainability goals.

During his introductory press conference, Rodriguez emphasized the importance of collaboration with Mexico's finance ministry to stabilize Pemex's financial situation. He also outlined his vision for the company's future, which includes a focus on producing cleaner fuels and advancing the country's energy transition.

"We need to maintain the basis of energy needs, and that is oil and gas, while we move forward with the energy transition," he said.

Pemex, historically a major contributor to Mexico's state revenues, has seen its crude oil production decline by more than half since its peak two decades ago, now struggling to reverse this trend. The company also grapples with a financial debt of approximately $100 billion, making it one of the most indebted oil companies globally.

Despite these challenges, the outgoing administration of President Andrés Manuel López Obrador has focused on expanding Pemex's refining capacity to reduce Mexico's dependence on imported gasoline, mostly from the United States.

Pemex remains a dominant player in Mexico's fueling market, with 53% of the country's 13,465 service stations operating under its commercial brand as of August 2023, according to a report by PetroIntelligence.
