Clean Energy wins $27.5M contract for hydrogen station
New fueling facility will support Orange County Transportation Authority’s growing hydrogen bus fleet and long-term zero-emission transit goals.
Clean Energy Fuels has secured a $27.5 million contract from the Orange County Transportation Authority (OCTA) to design and build a new hydrogen fueling station at the agency’s Garden Grove bus base in California.
The private station will support OCTA’s expanding fleet of hydrogen fuel cell buses as the transit agency advances its transition toward a fully zero-emission bus fleet by 2040 in line with California’s Innovative Clean Transit regulations. The project is expected to be completed in 2028.
Under the agreement, Clean Energy will provide design-build services for the hydrogen station, facility upgrades, operations and maintenance support, as well as liquid hydrogen fuel supply. The facility will be located at OCTA’s Garden Grove operations center, one of four sites used by the agency to operate, maintain and fuel its buses.
OCTA currently operates a mixed fleet that includes hydrogen fuel cell, battery-electric and compressed natural gas (CNG) buses. The agency has 10 hydrogen fuel cell buses in service today and plans to increase that number by 40 additional vehicles by the time the new station becomes operational.

OCTA is one of the largest transportation agencies in Southern California, serving a population of more than 3.1 million residents through its bus network and broader transportation programs. The new fueling station is intended to provide the infrastructure needed to support the agency’s future hydrogen-powered operations as it continues to expand zero-emission transit across Orange County.
