Why the hydrogen truck revolution needs business cases, not just mandates
The regulatory tailwinds that once underpinned hydrogen truck adoption in the U.S. are fading fast. A new industry report by H2FCP argues that is not necessarily bad news, if the sector can get its economics right.
A new white paper from the Hydrogen Fuel Cell Partnership (H2FCP) argues that the path to large-scale hydrogen truck adoption in the United States runs through market economics rather than regulatory mandates, a conclusion the authors say has been validated by the political upheaval of the past 18 months.
The report, Guiding Principles for Hydrogen Truck Market Development, draws on structured cause-and-effect modeling conducted by a cross-sector expert panel representing OEMs, hydrogen suppliers, public agencies, and fleet operators. It identifies five core barriers to hydrogen competitiveness in medium- and heavy-duty trucking: dispensed fuel cost, fleet scale, fueling infrastructure, air quality policy, and regulatory mandates.
Of these, dispensed hydrogen cost is flagged as the single most critical obstacle. Fleets report that hydrogen needs to fall within a $5–$12/kg range to be competitive with diesel, depending on duty cycle and total cost of ownership assumptions. The report notes that transit agencies operating under long-term offtake contracts have sustained prices near $10/kg, evidence that fleet aggregation, not retail markets, is the right model for early deployment.
The rollback of California's Advanced Clean Fleets enforcement authority and the cancellation of billions in DOE Hydrogen Hub funding feature prominently as real-world stress tests of the panel's findings. Rather than undermining the case for hydrogen, the authors argue these developments reinforce it: strategies built on compliance mandates alone are inherently fragile.
The paper recommends a dual-track approach, leveraging states with strong mandates while simultaneously building economics-first business models capable of surviving political cycles. Fuel cell trucks are positioned as particularly well-suited to high-utilization, rapid-refueling applications where battery-electric vehicles face operational constraints.
On infrastructure, the report highlights an emerging model that could break the historic chicken-and-egg stalemate between truck deployment and fueling availability. OEMs Hyundai and Toyota are each making private investments in hydrogen fueling infrastructure to support their own logistics fleets, demonstrating that demand certainty, rather than capital cost alone, is the primary barrier to infrastructure investment. The report recommends that public funding be deployed strategically along freight corridors, stacked with private commitments rather than used as a standalone subsidy.
The white paper also draws a distinction between fuel cell-electric and battery-electric trucks, arguing against a one-size-fits-all policy approach. While both technologies carry a cost premium over diesel today, hydrogen is better suited to multi-shift operations, long-haul routes, and high-utilization scenarios where rapid refueling and energy density are priorities. The authors call for incentive frameworks that account for these use-case differences rather than defaulting to a single zero-emission technology pathway.
